HEAP Program (Ulster County 2022-2023)

Home Energy Assistance Program (HEAP) - 2022-2023 Season

Responsible for helping low-income people pay the cost of heating their homes.

If eligible, they may receive one regular HEAP benefit per program year and could also be eligible for Emergency HEAP benefits if in danger of running out of fuel or utility service shut off.

Emergency HEAP benefits and eligibility are based on income, available resources, and the type of emergency.  You may be eligible for an emergency HEAP benefit if:

  • Your electricity is necessary for your heating system or thermostat to work and is either shut-off or scheduled to be shut off or
  • Your electric or natural gas heat is off or scheduled to be shut-off or
  • You are out of fuel, or you have less than one quarter tank of fuel oil, kerosene or propane or have less than a ten (10) day supply of wood, wood pellets, corn, or other deliverable heat source.

The Heating Equipment Repair and Replacement (HERR) benefit can help to repair or replace a furnace, boiler and other direct heating equipment necessary to keep the home’s primary heating source working.

Clean and Tune Benefit allows eligible households to receive energy efficiency services, such as the cleaning of primary heating equipment, and also may include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper and efficient operation of the heating equipment.

The Cooling Assistance Benefit may provide for the purchase and installation of an air conditioner or a fan per applicant household if eligible.

2022-2023 HEAP Program Component Dates

The Regular Benefit component opened November 1, 2022 and is scheduled to operate through March 15, 2023.

The Emergency component opens January 3, 2023 and will operate through March 15, 2023.

The Heating Equipment Repair and Replacement Component opened October 3, 2022 and is scheduled to operate through September 29, 2023.

The Clean and Tune benefit opened October 3, 2022 and will operate through September 29, 2023.

The Cooling Assistance component opens May 1, 2023 and is scheduled to operate through August 31, 2023. 

All benefit component dates may be shortened or extended depending upon demand and available funding.

In writing / by mail: Print and mail the completed HEAP application to; Ulster County Department of Social Services / HEAP  1021 Development Court   Kingston, NY 12401

If you prefer that an application be mailed to you, please call (845) 334-5436 

 

In person:  You may drop off applications and copies of required documentation in person at the Department of Social Services.  

 

NYDocSubmit: 

You may submit documentation through your Apple iOS or Android device using the NYDocSubmit app.

You may call (845) 334-5436 to apply for Heating Equipment Repair and Replacement benefits. The district will provide more information on how to submit the application and required documentation.
