Food Assistance

Ulster County has several departmental programs and services to provide food assistance.  Additionally, there are programs and services offered by partner groups in the greater Ulster County community.

  • The Office for the Aging provides frozen meal delivery and food shopping services for County residents who are 60 years or older and/or people with disabilities. Call them at 845-340-3456 or Toll Free at 877-914-3456. 
  • The Department of Social Services has the Supplemental Nutrition Assistance Program (SNAP) program to help families meet their nutritional needs.

Based on income as it relates to family size, you may be eligible for SNAP benefits. The only way to determine if a household is eligible for SNAP benefits is to apply. Most households applying for SNAP no longer have to pass a savings/resource test in order to get SNAP benefits. This means that the household's assets (stocks, savings and retirement accounts, etc.) are not considered when determining eligibility.

SNAP recently expanded its services as determined by the student exemption criteria for individuals between the ages of 18 and 49 years of age, who are attending an institution of higher education at least half-time and participating in a qualified program of career and technical education. This change expands the definition of an "eligible student."

There is also a new simplified version of the SNAP application, Elderly Simplified Application Project (ESAP) expected to roll-out 2021, for households in which all adults are 60 years or older, or disabled, and in which no adult has earned income. This simplified application form can be used for applying or re-certifying SNAP benefits ONLY

    • Call Ulster County’s SNAP Department (845) 334-5200.  

    There is also a mobile app, NYDocSubmit that allows certain applicants and recipients in Ulster County to take pictures of their documents and submit them to the Ulster County Department of Social Services using their Apple iOS or Android Device.

  • To be eligible for WIC services, you must meet the following criteria:
    • Categorical:  The person must meet one or more of the following conditions:
  • Is pregnant; OR
  • Is post-partum AND breastfeeding an infant, who is less than 1 year old; OR
  • Is post-partum AND not breastfeeding an infant, who is less than 6 months old; OR
  • Is post-partum AND has infant, who is less than 1 year old AND has other child(ren) who is/are less than 5 years old
    • AND Residential:  Proof of NYS Residency
    • AND Income:  Either adjunctively eligible (ie eligible for TANF, SNAP, Medicaid, etc.) or following the state income standard.  Please see link
    • AND Nutrition Risk: medical-based or dietary-based condition.
